It is called a hit and run which is a crime. After they finally ID you they will cite you for the accident, take you to court for the hit and run, and may take away your licence. Your car insurance will go up and if you are lucky they won't drop you for it totally. If another person was hurt then that can also be a problem. Of course, you will have to pay for any damages to the other car and medical expenses for the driver.

What causes the vehicle to jump forward once when coming to a complete stop?

The jump is caused by G forces. The car is moving and you stop the car, but you dont stop right away. You keep going until another force acts upon you, which is yourself and gravity. This applies to the car too. First the brakes stop the wheel, then the wheel stops the axles... and so on. This causes the "jumping forward".

Why it is easy to stop moving bicycle then the moving car with same speed?

It is easier to stop a bicycle than a car with the same speed because the bicycle has less mass and momentum compared to the car. The car's greater mass and momentum make it harder to stop quickly. The car's brakes also have to work against greater inertia, requiring more force and distance to stop.

Generally, cars stop moving for one of three reasons. Most commonly, the driver has used the breaks. The car can collide with some heavy object, such as a tree. (Driving off a pier into the ocean also counts.) Or, the car has run out of gas and eventually will stop moving because of air resistance if for no other reason.

What if you hit another moving car and you dont stop but it wasn't your fault?

It doesn't matter if it isn't you fault. the law states that you MUST stop when you get in a accident of even SEE one. you can get arrested if you don't stop, or just a high fine. ADDED: Even if the other car keeps going - STOP - call law enforcement and report the incident. First of all - it IS the law - and secondly you never know if the other party will show up later and claim terrible injuries or damage. and try to sue you.
