If you get your license, you are still going to have to go to court. The court hearing is for when you did not have your license.

I doubt that there is a DMV requirement that covers this. HOWEVER, if the court made this a requirement of your getting your license, yes.
You'll be charged with 'driving in violation of restrictions' - and even if you received your valid PA license before your court date it MIGHT not help. When you violated the first two times, you were in violation.

if you have missed your court date and are caught driving on a suspended license they will arrest you. My fiancee had a suspended license and was paid up on his insurance and tags and everything but missed his court date and went to jail.

Yes, you should get it before you go to court. If you appear in court without the required Sr22 Certificate the judge will have no choice but to suspend your license as you are continuing to demonstrate that you have no desire to comply with the law. As far as will they suspend your license anyway, well that depends on just how bad a driver the court perceives you to be. But if you go to court and have not obtained your sr22 filing you are guaranteed they will suspend your drivers license.
