Your car or vehicle is in neutral, or the clutch is shot.

The neutral safety switch prevents you from cranking the car in any other gear than park or neutral. Sometimes this will fail and you will have to manualy flip the switch. also there is a possibility that the car will only start in park and never start if it is in Netural.
Put the shifter in the "neutral" position, but also put on the parking brake, or hold the brake pedal down, so the car does not coast.

It means the transmission (or it could be applied to the transfer case, as well) is in a neutral position, not engaged in any drive gear.
It depends what you mean by 'safe'.Will putting the car in neutral damage the engine? No...when the car is in neutral the two plates that make up the clutch are seperated. Therefore there is no power being transferred to the wheels. However, as there is no where for the engine's stored power to go to you can over rev the engine....which may cause damage if prolonged.Is putting a car in neutral while driving safe? I'd check the Neutral safety switch.
neutral can be a noun: The car is in neutral.
To rev the engine simply means pressing the accelerator down with the car in neutral as if you are preparing to take off fast for a race.
