I know in MA that the title is considered a legal document. You are not allowed to sell a car without the title.

It may be legal in your particular state, you'll have to contact the DMV to know for sure.

No, that isn't legal. You should be able to get some kind of resolution from a state division of business regulation. Each state has a different organization that is responsible for that kind of complaint but a couple calls should put you in touch with the right agency. No legitimate car dealership would ever sell a car without a title. It is illegal for them to sell without a way for you to own the car. If you buy without a title, then you are wasting your money.
no you may not sell a car without a title if you want to sell a car you need a title
Technically, yes. It is legal to sell a used car with malfunction airbags. It is best to get an inspection on a car before buying it for reasons such as this. If you buy a car with faulty airbags without a warranty, you will be obliged to fix it yourself and the dealer will not be at fault.
Headlights for a BMW E39 can be purchased at various website which include but are not limited to Amazon and eBay. Car-Tuning stores also sell headlights for BMW.
You will need to sell your car and then do a legal transfer of the title.
nope as long as u notify the buyer that it has a deployrd air bag Legally you may be able to sell the car if you are not a dealer and you notify the buyer that the air bag is not functioning. But make sure you have a written release that the buyer and seller signs, indicating the SRS is not functional. Have this notarized and witnessed. Otherwise you may end up in a lawsuit. Personally, I would not take that chance, and would never sell a vehicle with the SRS deployed. Just not worth the risk of the buyer having an accident and then suing you for injuries he sustained due to the fact the air bag did not deploy. It has happened before and will happen again. Be smart and do not sell this car without repairing the SRS.
Of course it is you can sell it as much as you like
