Rather than a specific height, kids have to meet all of these five criteria before they stop using a booster seat:
The 5-Step Test.
1. Does the child sit all the way back against the auto seat?
2. Do the child's knees bend comfortably at the edge of the auto seat?
3. Does the belt cross the shoulder between the neck and arm?
4. Is the lap belt as low as possible, touching the thighs?
5. Can the child stay seated like this for the whole trip?
Most, but not all, kids will meet these five criteria by the time they are 4' 9"

It varies by state. In California it is 7 years old or 4' 9" tall without a car-seat.
Around 140 centimetres is the maximum.

It's not about how tall a child is or their age. The new law states that children must be 60 pounds before they can ride in a car without a car seat.Actually in many states it DOES go by height. Check with your state DMV.

Well when I wanted to sit in the fornt seat my mother told me I had to be around 100 pounds, it doesnt really matter how tall you are, but a lot of children get away with sittting in the front seat and they are only around 60 - 70 pounds
