The answer depends on what other modifications are performed on the engine. A completely stock engine with "ported & polished" heads might run worse than factory, depending on how much the ports are enlarged, what shape they are ported to, how smooth they are polished etc... To receive the benefit of a good port job, there needs to be a reason to do so, such as a larger (more lift) cam, larger carburetor (or larger throttle body), more compression (different pistons), or valve size (larger diameter or reduced stem size) etc.. This is true for any piston powered 4 stroke engine. Sorry to be vague, but this is a general question.
put an expansion chamber on it You can install a big bore kit, shave the heads, pro cut the piston, and have it ported and polished.
From 350 to 450 depends on carb size and how big of cam u use and put headers on it and a good high rise intake and a 750 Holley to get over 400 and 400 torque Get the thinnest gaskets for those heads u can use and have them ported and polished .

Depends on what application it was ported for and by what process.
If you mean specifically, what type of vacuum, the answer is manifold vacuum. Manifold vacuum is constant and doesn't, change with throttle valve opening, the way ported vacuum does.
a ported box will hit the lows better than a sealed box. and they will hit harder.. but a ported box will be louder.

It depends on what your looking for a ported box gives off more bass but a sealed box is a clearer sound
i love ported boxes because it's less wear and tear on the subs because the air isn't pushing against the sub, but leaving the port. so i found out that you get a louder, better performance with ported boxes.
That would be dependent on your device. It will show any video signal ported to the HDMI port.
