The tracks are adjusted with a grease gun. You have to find the grease fitting on the track frame and also the bleed needle and seat bolt. These will be buried in mud so you will have to go digging for them. They are on the idler wheel fork. Once you have found them, (the bleed bolt is on the side and the grease nipple is on the top) crack the bleed bolt and pump in grease trhough the gease nipple, once the track is adjusted, do the bleed bolt back up, and that should be it.
To fix a broken track adjuster on a Komatsu Dozer, check if a piston is stuck in the cylinder. Then move the yoke outwards.

Dozer steering clutches works by engaging and disengaging a multiple of tooted circular metal/friction disk in grooved drum. When the operator pull back on the left steering lever, it completes two actions; 1. it disengages the clutches and 2. applies the brakes band which stops the left track from turning. With the left steering clutch disengaged and brakes applied, the right steering clutch remains engaged and the right track continue to rotate causing the dozer to turn left.
In between the track carriage there is a brass plate with a 3/8 bolt holding it and a large hex head in the center of it. Making sure you have the track off the ground remove the 3/8 bolt and remove the plate. Use a 1 1/2 in wrench to loosen the tensioner until you can remove or put track on. Use the step down on the plate to measure the proper tension.
I had this problem and the cylinders filled up with gas, it turned out to be the timing chain tensioner gear which snapped and took out the motor , had to replace the motor. Hope that is not your problem as it has been a common fault with the 4 litre in 2001 , they had a nylon or neopreme gear on the tensioner mine went without warning at 125000 kms
Loosen the bolt on the tensioner pulley until the pulley freely slides along it's track. Put the belt on, paying close attention to the diagram that should be on the inside of your hood on a sticker. If you don't have one, don't worry, the belt will only fit when it is "wrapped" the correct way. Once you get the belt on, it will still be pretty loose. You will need to tighten it using the tensioner pulley. Make sure the tensioner pulley is tightened down completely.
