depending on engine, it is not that hard. just some fancy programming by a savvy technician is all it takes..... too risky to do it in Ontario but get it one in the right province/state and it's no big deal, right?
You have to change the parameters in the engine ECM.
The speed controls are programmed into the engine ECM. If it's not your truck to do this with, the ECM is probably password protected.
You need the Volvo software to do this. It's programmed into the engine ECM.
By changing those parameters in the engine ECM.
It's the one which supplies power to the engine ECM.
You take it to a Volvo Dealer and they plug in a laptop and reprogram some parameters on the ECU in the truck.

If it's your truck, and you're in a country where truck speed limits are not dictated by law, you simply go to a dealership or mechanic shop certified to work on the Detroit motors, and have them change the ECM controls. If it's not your truck, and you want to drive faster, I'd recommend you buy your own truck and pay for your own fuel.
If it's your truck to do this with, and you're in a country where the law does not dictate what speed vehicles of that class must be governed at, you go to a certified Scania repair shop, and have the ECM controls reprogrammed.
