It doesn't matter whether it has a number-plate or not - quad bikes are designed for off-road use only.

They don't have ANY protection against collision with other vehicles, they don't have regulation seat-belts nor can they be insured for road use.

They cannot be legally ridden on the public high-way.

Well i live i Montana and you can make your quad street legal. all you need is a helmet and yes you need a number plate. your brakes must work and you have to use hand signals to turn. it may not be the safest thing to do but yes in Montana you can make quads street legal!!
