This is a broad question as it does not outline the extensiveness of the damage to the roof. If there is only a section damaged or a handful of shingles are blown off, the insurance company will not 'give' you enough money to cover a tear off of your roof.
If you choose to proceed with a 'tear off', make sure you research the process and cost. There are some companies who will increase their quote if they think you do not understand the pricing structure.

This means that a claim has been made AGAINST you. Your insurance company, in most instances, will not pay the third party until they have discussed the claim with you and verified what happened.
Print out a copy of your credit report. Contact the billing dept regarding the claim at the hospital. Have your insurance info. handy so that you can provide them w/ the current address to resubmit the claim. Then write a letter to the credit bureau, after the claim has been paid for by your insurance, asking the credit bureau's to take the derogatory claim off your report and provide them w/ a print out for the insurance claim that was finally paid.

You're kidding I hope. Price varies quite a bit depending on where you are and the type of roof you have. One or two story, how steep, how many peaks, but that seems way out of line. 40 year shingles are probably around $100 a square, maybe $125. Single layer tear off should be half of installation and reshingle used to be about the same as the shingles to maybe one and half the shingles. If there is only one layer on the roof now, there is really no reason to tear off what is there. For that kind of money, I would get several bids.

Yes. If they are writing the vehicle off as "totalled", yes. If it's home damage and, for example, they're saying that the roof has been used for a certain number of years and that it's half "used up", they only have to pay for the amount of the roof life that was lost. That's depreciation.
That IS what you carry insurance for. Contact the police to fill out a report, then turn it in to your insurance. If this is your first claim, it shouldn't affect your rates. If it's NOT he first claim, you might want to consider off-street parking.
