If I remember correctly, STAR is what replaced the DPP (Deferred Payment Program) card from back in my soldiering days... whether you can or not depends on what type you have... there was an option of regular DPP, or there was UC/DPP, which could only be used at the clothing annex. If you have the latter type, the answer is no. If you have the former, you can, so long as it doesn't put you over your credit limit.
