You can get a ticket anywhere. It's against the law. Everywhere. Little thing called littering.
depends on what the "burning material" is. if its a cigarette, then it may only be around 50 dollars. now, if its a flaming bag of dog crap, then it may be a little bit more. Not true.... I just got a ticket in Yamhill County in the state of Oregon for throwing my burning smoke out of my car. $1250.00
around $500 plus 8 hours of caltrans clean up
Yes.
Yes, it absolutely does. I received said ticket as well.
If a person obtains a traffic ticket it is important to pay the ticket on time. In Arizona, if a person pays the ticket past its due date, there are late fees.

Just having a traffic ticket is not a reason to forbid a person from leaving Arizona or any other state. If having the traffic ticket is part of some other activity that is under police investigation than leaving the state may be a problem.

Yes, the officer only has to see you in the vehicle, while it is moving, without your seatbelt on to issue you a ticket for it.
Well, technically, whoever was in actual physical possession of the vehicle at the time the ticket was issued. However, as the registrant of the vehicle, it's going to be assumed to be on you, and you'll have the burden of proof to show that you weren't in possession of the vehicle at the time the ticket was issued.
