Police followed a car for at least a mile before finding a reason to pull them over. Is that legal?
A police car can generally follow you anywhere you can drive, warning lights on or otherwise.
Yes, you can be caught by automatic cameras.
Yes vehicle tracking devices can be used on your vehicle without your knowledge. If you find this to be the case and it was not put there by the police it is illegal.
I don't know about AZ law, but it is a VERY GOOD IDEA to do so. I USUALLY DO IT AS I'M PULLING OUT OF THE YARD.
In certain situations, YES.
If the police have "probable cause"., meaning that they may believe there is something illegal, they can.

I would not go on private property to get your vehicle without the police being present. You may end up in a conundrum. Contact the local police and explain the situation.
If the vehicle is registered to you, then this is grand theft. Call the police and report it. If the vehicle is not owned by you, then it may be theirs and they have a perfect right to drive their own vehicle.
So people can easily recognize the vehicle as a police vehicle.
Can a vehicle be taken by the police for delinquent payments.
As a general answer, yes, they can. The police are required to investigate suspicious circumstances. However without knowing more specific information about this event it is impossible to give a more complete answer. Where was the owner of the vehicle? Was the vehicle occupied? Abandoned? ? Whose ID's did they find? What were the circumstances of the search? What did the police learn when they ran the ID's? Etc.
