Yes they are. They're usually fitted with a long pole at the back of the car which reaches high above the riders head. There is a metal 'grille' in the ceiling of the arena - and the pole contacts with this via a spring-loaded contact. The power for the cars is fed to this grid - so the cars remain powered no matter where they are.
