Because it is high quality. The name says it all. This is meant for cartographers, geographical studies, explorers and teachers. It also enables people to see places it is not practical to go, or too dangerous.I'm sure it is a valuable aid to vulcanologists and meteorologists as well. The other reason is not stressed in the advertising, although there is no reason to be ashamed of it. Google Earth is based on public domain data, which is free of charge because you have already paid for it once via NASA. Google Earth Pro is expensive because the data comes from commercial sources, who need to be reimbursed for the satellites and aeroplane flights that they pay for.

Yes, you can download Google Earth for free. There is also a professional version of Google Earth called Google Earth Pro for business users. That version has some new features (e.g., better printing, advanced import support, etc.) but uses the same imagery so it's generally not worth the annual cost for the casual user.
Normally Google Earth Pro auto-updates to the new version when it is available but if that feature is disabled or not working you can manually install the latest version. Visit the Google Earth download page to download the latest version for Windows, Mac, or Linux desktop platforms. You can show the version of Google Earth in the Hep menu and selecting "About Google Earth". Note that Google Earth desktop has been replaced with Google Earth Pro so all updates will be with the latter. For the web version of Google Earth, your web browser always accesses the latest version and you never have to install or uninstall the application.Mobile platforms can update Google Earth using the Google Store, Apple store, or equivalent application management utlility on the particular platform.
The aerial, satellite, and Street View imagery in Google Earth is not real-time (or live). But there is also a webcam layer integrated into Google Earth (enabled in Gallery layer) that can show "live" scenes at selected locations.
Google Earth is a virtual globe, map and geographic information program that was originally called EarthViewer 3D. It maps the Earth by the superimposition of images obtained from satellite imagery, aerial photography and GIS 3D globe. It is available under three different licenses: Google Earth, a free version with limited functionality; Google Earth Plus, which included additional features; and Google Earth Pro ($400 per year), which is intended for commercial use. You can download the free version from the link mentioned in the related links.
