DO NOT put a tattoo anywhere near or onto your face, and I would even avoid the legs or lower arms. I have seen some stunning ink on men's upper arms, and on women, the lower back. Beautiful, but still discrete. Not in-your-face, and easy to hide in settings where you don't want to show it off.
Frankly I would also avoid the genitals for ever and at all costs, however brilliantly funny or cute you think your idea is. You will share your genitals throughout your life with your most intimate of companions-- they may not always be amused by making love with a dragon, Porky Pig or Ganesha.
