If the cable itself is still there get a pair of Vise Grip pliers and you should be able to pull it. If the cable is broken up inside the housing then you will need to remove the grill insert. I have a 92 Corsica and there were 4 screws that held this item in place. Reach up and move the lever that the small cable is attached and the hood should pop up as normal.
I figured it out and I will answer my own question. You till need a strong flat screwdriver thick enough to pry under the hood but strong enough not to break. You will be able to bring the hood up just enough to see the latch. Use your wrench or other strong tool to move the latch to the left, you can't miss it. It's best to have a pal there to hold the hood but I managed on my own.
Another Way I did this on a 94 Galant and the 96 model seems to be the same in that area. Unscrew the right side grill next to the headlight, and, with a clothes hanger, pull the release cable towards you. You may even be able to reach in there with your hand but I didn't try it. It only works if the hood release cable is still attached to the latch.
Have 1 person pull on cord with pliers and 2nd person use fist to pound on hood where hood latch is and/or use screwdriver to pry open hood.
The latch itself is held on with bolts, easy enough to change. The release cable has to be fed down the inside of the rocker panel and into the trunk.
Have somebody hold the hood release cable in at the handle while you close the hood. If it works, your cable may be over stretched.
You're going to have to pull the latch manually. The best bet is to go through the grille with a special tool or fabricate one out of heavy wire. The cable connects to the driver's side of the latch and pulls it open from there.
If the hood release does not work, the front grill comes off by removing 4-5 small screws. That allows access to the latch so it can be opened by pulling the cable or moving the latch itself. My hood release works when it wants to. It is very moody.
Depends on the car. Some you can reach up behind the bumper and trip the release. If the cable is broken inside, you may be able to reach it as it comes from the latch and pull on the housing enough to release it. Some you can go through the grill and remove the bolts holding the latch to the radiator support.
The latch is broken, not the cable. You can still get to the cable where it is attached to the latch in the foot-well of the car. Grab the cable with a small vice-grip (or similar) and pull. Note that it is very unlikely the cable will break -the latch typically breaks before the cable since the latch is made from plastic and the cable from steel wire.

MY LATCH BROKE OFF IN SIDE THE CAR. IF THE HOOD IS OPEN, LOCATE WHERE THE CABLE GOES THRU THE FIREWALL ON THE DRIVERS SIDE. PULL OUT THE CABLE FROM THE FIR WALL. DO NOT DISCONNECT FROM THE LATCH. PUT 1 BAR OF A COAT HANGER THRU THE HOLE UNTIL IT IS SEEN FROM THE BOTTOM. TIE A LONG STRING AROUND THE PART OF THE COAT HANGER THAT IS IN THE CAR. PULL THE HANGER OUT FROMT HE TOP. MAKE SURE TO LEAVE STRING IN THE CAB OF THE CAR. TIE THE END OF THE NEW CABLE (DEALER PART ONLY, ABOUT $35)TO THE STRING. PULL THE STING FROM THE TOP. YOU WILL SEE THE CABLE COME THRU. FOLLOW THE PATH OF THE OLD CABLE TO THE LATCH. DICONNECT FROM THE LATCH AND REPLACE WITH THE NEW CABLE. RECONNECT THE LATCH INSIDE OF THE CAR TO THE PLASTIC
This depends on where it snapped, but usally it breaks inside the car, where it connects to the latch release, anyway you have to fish for the cable itself thru your grille, use a wire hanger bent back at the end about a 1/2", hook the cable closest to the latch itself, attach the hanger to the wire, not the sheath, and pull

I had this problem on a Chevy; the cable was broken and had to be replaced. Before I replaced it, I was able to crawl under the car and, using a screwdriver against the cable (near the hood latch), pushing against the cable with the screwdriver, the latch released.
Rear seat cable latch system broken and does not work. Seat does not pull forward to allow access to the 3rd row.
Use a large long blade screwdriver thru grill & turn latch, you will see the hole in the latch. No damage done.
The easy way to open the hood manually on a 1998 Chevy Cavalier, when the cable is not working is to put the car on a hoist and use a long pole to trip the hood latch. Then lower the vehicle and open the hood the rest of the way. Replace or repair the cable for the hood latch before closing the hood.
It depends on what is wrong with the cable. When you pull the hood release within the car, is the latch not popping? If you can get the hood up at all, then you should look at the actual latch system where the cable runs, there is a metal clip that holds the cable to the latch. Have another person pull the interior latch release and watch the cable.
You can get your 1994 Chevy S 10 pickup truck hood latch unstuck by spraying a lubricant on the latching mechanism. You can also remove the hood latch retaining bolts to bypass the stock release cable.
