The previous version of Google Earth (7.0) can be downloaded from the normal Google Earth download page by clicking 'Advanced setup'. This requires several mouse clicks.
A more direct approach is using the direct installer links to download the previous versions (7.0, 6.0, 6.2, 6.1, 6.0, 5.2, 5.1) for Windows and Mac. This web page also has links to download GE Pro versions as well. As of the 6.0 release the 5.0 and 4.3 versions are no longer available.
Note that street view is only supported in GE versions 6 and higher.

Google Earth was the first publicly released in 2005 and all imagery that exists is typically starting from 2005 to the present. Google may have acquired older imagery for some areas so imagery from 1998 or earlier may exist but is not common.
Enable the historical imagery option under the View menu of Google Earth desktop and see what times are available in a particular area. This is not available in mobile or web versions of Google Earth.

The aerial, satellite, and Street View imagery in Google Earth is not real-time (or live). But there is also a webcam layer integrated into Google Earth (enabled in Gallery layer) that can show "live" scenes at selected locations.

Yes, the placemarks are saved in a different location such that uninstalling and reinstalling Google Earth will preserve the user's old saved places. There are numerous websites that offer old or outdated versions of certain programs, including Internet Explorer. Simply by typing "old versions of Internet Explorer" into google, one is presented with a list of options for restoring old versions.
You should not have to download the old versions of the IOS before downloading the IOS 8. You might have to call the company and ask what to do.

In that case you have to download/install Google Earth to see old/historical imagery.

For Street View imagery the date of a Street View is displayed bottom right of the image (but not the time).For dates of the base imagery in Google Maps you'll need to use Google Earth and locate the same location and zoom level for the same view to see the imagery date. For whatever reason the imagery dates are not shown in Google Maps.
