The previous version of Google Earth (7.0) can be downloaded from the normal Google Earth download page by clicking 'Advanced setup'. This requires several mouse clicks.
A more direct approach is using the direct installer links to download the previous versions (7.0, 6.0, 6.2, 6.1, 6.0, 5.2, 5.1) for Windows and Mac. This web page also has links to download GE Pro versions as well. As of the 6.0 release the 5.0 and 4.3 versions are no longer available.
Note that street view is only supported in GE versions 6 and higher.

Google Earth was the first publicly released in 2005 and all imagery that exists is typically starting from 2005 to the present. Google may have acquired older imagery for some areas so imagery from 1998 or earlier may exist but is not common.
Enable the historical imagery option under the View menu of Google Earth desktop and see what times are available in a particular area. This is not available in mobile or web versions of Google Earth.
Previous versions of GE can be downloaded from the direct installer links. Prior to the non-beta release of GE 6.0 in March 2011 GE 4.3 was still available and has since been removed. Only caveat is these versions have the auto-installer disabled so you have to manually install any updates yourself. This is not a problem since the auto-update mechanism has been known to cause problems for windows users. See related links.
The aerial, satellite, and Street View imagery in Google Earth is not real-time (or live). But there is also a webcam layer integrated into Google Earth (enabled in Gallery layer) that can show "live" scenes at selected locations.
Imagery UpdatesGoogle Earth imagery updates usually happen about every 2-3 weeks but the updates are not to the entire globe but to cities and regional areas often in multiple countries. Google provides a KML feed to show where the updates are located and also has a notification service to receive alerts when your selected areas have been updated. See related question for details.Google Earth Software UpdatesGoogle Earth software is usually updated several times a year with a major update (e.g. 6.2 -> 7.0) about once per year.
Yes, the placemarks are saved in a different location such that uninstalling and reinstalling Google Earth will preserve the user's old saved places. In fact, if you have both Google Earth free version and Google Earth Pro, they both share the same saved places file. The location of the saved placed depends on what version of the OS you're running. See related links below to find the saved places file which is named myplaces.kml.
