You were reversing and a driver who was suppose to give way to join the road you were parked did not stop and you hit his car at top of front tire while mine got damaged at rear bumper. whose fault?

You were At Fault. It was your responsibility to make sure the way was clear for you to enter the flow of traffic. In General, any vehicle that is already in the flow of traffic and obeying posted rules will be considered to have the right of way. If you are attempting to enter the traffic flow then you are required to yield to that flowing traffic. BTW: One should never "reverse" into traffic
