Your question isn't entirely clear, but if you mean that the portrait has a picture of someone like Elvis Presley, G. W. Bush, Santa Claus, the Easter Bunny, .... , it's one of two things:

  • A genuine bill that was altered by placing a picture over the usual portrait of Washington, Lincoln, or Hamilton
  • A photocopy that was manipulated on a computer to add the new picture.

If you have the first type, the picture may be removable. If so, the bill is worth whatever collector value a normal silver certificate carries for that date, series letter, and denomination. If the picture is permanently attached the bill is considered to be damaged and has no collector value.

If you have the second type, it has little or no value except as a novelty item.
