Your car or vehicle is in neutral, or the clutch is shot.
It means that say you reach a speed of 55 mph. Never shift from drive into neutral (Or a gear into neutral) to slow in speed.

It depends what you mean by 'safe'.Will putting the car in neutral damage the engine? No...when the car is in neutral the two plates that make up the clutch are seperated. Therefore there is no power being transferred to the wheels. However, as there is no where for the engine's stored power to go to you can over rev the engine....which may cause damage if prolonged.Is putting a car in neutral while driving safe? neutral can be a noun: The car is in neutral.
To rev the engine simply means pressing the accelerator down with the car in neutral as if you are preparing to take off fast for a race.
