It is actually an old saying. The meaning is self explanitory--two tears in a bucket amount to nothing in the grand scheme. Or that it is no big deal. The first time this saying was used was in House Party by George Clinton in a scene where he split a vinyl record over one of the "villains" chasing Kid through a party. George Clinton was the DJ. Used in 1992 by the rap group A Tribe Called Quest, in their song "Scenario (Remix)", it has since been referenced in several films, songs and books, including "Goodnight in the Garden of Evil"--where it was famously delivered by the Lady Miss Chablis. The rapper Young Jeezy also mentions it as an 'oh well' phrase in "I'm Back", he says "Two tears in a bucket, who got that work?".
