You can take the fossils to the museum in Oreburgh City. There you can take them to the guy behind the desk and he delivers you the Pokémon from the fossil.
first,go out of the underground and to the orburgh museum and go inside. Talk to the scientist. he will tell you to go out for a minute. Go back in and have your revived Pokemon. However you must have 5 Pokemon in your party to obtain this process.

Yes, go to Cinnibar Island and in the last room in the Pokemon lab there is a scientist who will ask to take any of your fossils say yes then go outside then go back in and he will give you the ancient Pokemon.
