You get the Old Amber elsewhere (sorry, can't remember where exactly), and to resurrect them, you need to have access to Cinnabar Island. There, you will find a lab with scientist in it. Talk to him, (you give him the fossil), and walk out of the room. Walk back in again, and he will give your your prehistoric Pokemon--but you have to have a space in your party. You just find out what ancient Pokemon they belong to and after you beat the Elite 4 you can go to Orebergh city (sorry if there is spelling error) and enter the fossils museum to resurrect them. Talk to the guy at the front desk and have the fossil in your bag.
