In a 94 jeep the wiper delay doesn't work and high and low are very slow also when you shut it off it stops right there?

The wiper motor is well overdue servicing/replacement. The wiper delay works with the self parking contacts and it sounds that they are fouled/worn out. The slow running would suggest worn motor brushes/motor and gearbox bearings/drive rods and bushes. If you can't service the motor yourself, you should be able to pick one up from a breakers or take to an auto electrician who will refurbish or provide an exchange one

The delay system may not have anything to do with the switch. It depends on the manufacturer but the delay system maybe part of the wiper motor assembly...or the delay is sometimes located in a separate module located separately from the control switch.

It was easy, and it cost 76.00, and it also had NO effect on the operation of the delay in the wipers. Incidentally, I was trying to fix the delay - What my vehicle does is the delay will work about 4 times, then the wipers "jump" slightly, and the delay no longer works. you have to cycle the wiper switch on and off to get them to go again.
