If you're serving it as a main course, you should allow at least 125 grams (uncooked weight) of tortellini per person, assuming you're not serving anything else substantial with the pasta . (125g is probably what you would expect a decent restaurant to serve as a main; enough for an average-sized women, if there's also some veg/salad, but may still leave a man hungry.)

This is really the minimum you should allow for; if you're expecting your guests to be exceptionally hungry, or they're all men with the build of Rugby-players, or they're all students, or you're not serving a starter, it may be best to allow 175g per person.

This means that for 12, you require at least 1500g tortellini (1.5kg), to 2100g (2.1kg).

As an entree - figure on 50 cups. If there's not much added (ie: chicken breast, vegetables, etc) perhaps 75 to be safe (ie: buffet style serving where you can't do portion control). If you're serving it as a pasta salad / side, 25 cups. If you're serving it as an entree, but with cubed chicken breast & vegetables & sauce, you could probably get away with 25 cups.
