On the driver sidethere is a round nub on the truck that fits into a cup in the tailgate. On the passenger side, instead of a round nub there is a oval nub that fits into around cup with an open section to it. By opening the tail gate halfway this will align the open section of the cup on the passenger side with the flat sides of the oval nub. You will be able to pull it up and off at this point. Be sure to take the the straps that hold the tailgate up off first so you don't run out of hands. These tailgates are easily stolen so sometimes people will rap a hose clamp around the cup on the passenger side to prevent the tailgate from being stolen so easy. You might want to check and see if someone has done this and it is why you can't get it off. Hope this helps. Its easy to do, but hard to explain without pictures.
