This questions Answer goes back to the Single Convention on Narcotic Drugs which the United States was a part of back in the 1960s and later in the United States the Controlled Substances Act of 1970 made marijuana a Schedule I substance making it the most restricted Schedule. Alcohol on the other hand is not a narcotic therefore it is also not a Controlled Substance. Now there is a chemical compound of THC that is a Schedule III drug and it is called Marinol and can be legally prescribed by a DEA licensed Doctor in the U.S.
An Extra Note: Even though some states have allowed medical marijuana it is important to note that individuals possessing the drug (even with a "Rx") can still be prosecuted for possession as Federal law overrules any type of State law.
