Because prior to the war, Russia had encountered many internal problems to do with it's modernisation process. Russia had been defeated in smaller wars whilst they were trying to deal with a very discontent serf (slave) population. All of these losses and changes in economy required money which the government did not have. France loaned Russia the money, thus creating an alliance between Russia and France. This alliance drew Russia into World War 1, as Germany was attacking France and they asked Russia to attack from the other side of Germany to take the pressure off of France. This succeed, although Russia sustained very heavy losses. Russia only recently, in the late 1900's, paid back the loan that France gave them in the previous century.
