Vampires are typically nocturnal creatures, so they should go hunting during the night when their powers are strongest and their prey is more vulnerable. Additionally, they should choose times when there are fewer people around to witness their hunting activities to maintain their secrecy.
Near wherever they happen to live, but always at night and usually in town neighborhoods as opposed to business areas if they're hunting for humans.
They go "hunting." Regular vampires hunt humans, while the Cullens hunt animals. In the words of Edward they eat "Some Mountion Lions, maybe a few Bears."

So, with fictional vampires, the second answer is probably correct, whereas real vampires (yes, they are real - go to http://www.religioustolerance.org/vampyres) are not immobilized during daylight, nor do they "sparkle" in the sun. So, there really is no set time.
It is impossible to find a vampire because vampires are fictional creatures. Vampires are real just ask my cousin Jack, he's been hunting Vampires for years, to bad once dead they appear as regular humans...
