I've seen swans in the sea before. Last year it the beach in Gdansk, Poland: it was about minus 10 degrees and there was ice on the sea and a group of 5 or 6 swans were swimming a few yards off the shore. I suspect that any nearby fresh water would have been frozen solid

Salt. There maybe some obscure breed of penguin I am not thinking of that lives in fresh, but most of the ones you see in zoos and tv are salt.

Birds can't swim the way we do, but ducks and swans can definitely paddle with their feet. Other birds swim best when they are under water.
Because there is salt in sea water and salt makes you float better so is easier to swim.
