well, after you finish the game, you go to the granite zone, in the front of that zone right by the first door he should be walking around. but he wants to battle you, not chase so you should improve your thunderbolt! ;)

beat mew in the sky pavillion and then you can find tyranitar at the entrance of the granite zone.
