To unlock dragon shouts, you must find words of power. They are in the dragon language, and are sometimes found in dungeons. After that, you unlock it using dragon souls you get from killing dragons. Go to the magic menu, choose shouts, and unlock the desired shout. A few shouts are given to you as a gift of sorts from other people who know the Voice. This happens on the path of the main quest, and usually these do not need to be unlocked using souls, the character will 'transfer his understanding' of the words to you also. So basically, you go to the Jarl in Whiterun and do a couple missions for him and you then go to fight a dragon roaming around whiterun and you will absorb its soul and you go to the greybeards and they teach you how to use your shouts To me, that is the fastest way
Well when you learned you were dragonborn, and got summoned to the greybeards, they will teach you it. Go to them if you haven't done that.
first you open the elder scroll and watch alduin get defeated (not killed) and then you are sent to savengard and talk too the four heroes and then you go and kill alduin the boss of all dragons!!!!!! p.s. you can use einy shout or weapon on him except: ice form and others.

You can't damage Alduin except in Sovengard, and even then you have to use Dragon Rend ( something like that ) to knock him out of the sky before he'll take damage.

Go to the meadery in Riften and persuade the guy over and over until 100 speech. Go behind the Greybeards and go into sneak mode. Use a weak dagger and slash until 100 sneak. Look on YouTube for more.
