I could not find a copy of Russian either at MVC location or online, so I came up with the following plan:
1. Download a free trial version of Prompt translating software:

2. Translate the text from the pDF files from NJ MVC websites into Russian.

Not the best quality, but can be understood by Russian native speakers with a little guidance.
Unfortunately, as far as I know, the Minnesota driver manual is not available in Russian, not officially at least. I do know that the written test can be taken with the use of headphones and that the audio is available in Russian.
What I would suggest is contacting your local Minnesota DMV (see related link) and asking them if they have any available driver manuals in Russian. If you find it anywhere, it will be with them.

To the best of knowledge the only state to offer the handbook in Russian is California.
