Surely the criteria should be based on annual daily average temperature, otherwise the question is meaningless and should become "what is the highest ever temperature recorded in a city"
I would find it hard to believe that Bangkok, Thailand could be beaten for average all year round temperature, even by cities who suffer fiercely hot summers, because they tend to have a far higher spread of temperatures which lower the average. Bangkok just stays hot, day and night, all year round
There are a few cities with a warmer average year round temperature than bangkok (which is 28.6 C), especially in subsaharan Africa, like timbuktu and khartoum - where daily highs seldom drop below 30C in winter and frequently approach 50C.in summer. However, these cities are far smaller and are certainly a lot less humid (so feel colder at night) than bangkok. I think Timbuktu is offcially the hottest but its a pretty small place.
