The highest elevation is the eastern edge of Somerset County. The border between Somerset and Bedford counties is the crest of Allegheny Mountain, also known as the Allegheny Front. This plateau (the Allegheny Plateau) extends along Rt 30 gradually lowering until it reaches Laurel Mountain where it drops rapidly into the Ligonier Valley. The highest elevation town in PA is Berlin which is less than 20 miles south of Rt 30. Also nearby is Shanksville and the site of Flight 93 crash on Sept 11.

Why isnt the highest point on a hill or a mountain represented by a contour line?

The highest elevation point is represented by a number...number of feet above sea level. At the very top, there is a point/peak. In order to make sense, a contour line has to represent a relative elevation all the way around the circumference of the mountain. The lines are not circles and where they are wavy, this indicates places where the mountain juts out.
