The question on overpopulation can be read two different ways.

It could be read as a density question. Places like the Southern part of the Japanese Island Honshu, the Gaza Strip in Palestine, and Eastern China are incredibly densely populated. Saudi Arabia is mostly unpopulated and its population is concentrated in a few relatively large cities.

It could be read as a resources question. Not every place on Earth is equally capable of supporting large populations. The deserts of Saudi Arabia lack any large quantity of water, making it incumbent on the Saudi government to use desalination in order to supply all of its residents with adequate amounts of water. In this way, Saudi Arabia is overpopulated since the environment cannot sustain this level of population.
