depends on what open country means, and for whose standards, I am a Muslim, even thought I do not think that Saudi Arabia is an open country, even things are changing fast, but you will never expect Saudi Arabia be an open country on the western standards.

I believe that it is governed not by Islam as much as a tribal habits, if you want to get a good example about Islamic country you should see Malaysia, Jordan, Kuwait, but not Saudi Arabia, because islam does give a personal space for every one even for those who simply do not believe in anything.
