It seems to me that it is the state song because Who ever made it is from New Jersey and the governor liked it so he made it the state song.
New Jersey does not have an official state song. However "I'm From New Jersey" is (apparently) commonly accepted as it's "unofficial state song". However, I'm from New Jersey, and I have never heard that song in my life, and when I looked it up just recently...I think it sucks.
