When Teddie needs info to locate Rise in the TV world you must speak with three different NPCs. First, go to the school's practice building. On the second floor there is a chubby student who is a Rise fan. Next, visit the tofu store in the southern shopping district and talk with Rise's mom. The last person is a photographer who hangs out on the flood plain. You need to talk to him at least twice, choosing different dialog options. Once you've talked to him enough, you'll hear a chime and you'll be ready to rescue Rise!
