Amaterasu is arguably stronger then Rasenshuriken. Rasenshuriken has shown to be destructive on impact, but dangerous to the user as well. A perfected Rasenshurkien required Hermit Mode and a LOT of chakra, not to mention the relatively long time it takes to form it.
Amaterasu on the other hand, is instantaneous, very hard to dodge, and is seen to easily burn through the insides of a fire-breathing frog (so obviously it could evaporate human flesh). To fire Amaterasu, all that is seen to be required is to focus the left eye on the place where you want it to hit.
Amaterasu seemingly burns through chakra as well, so in case of Amaterasu vs Rasenshuriken, Amaterasu is likely to win.
