That depends on where you are located. In the united States, they are referred to as 'ties'; in the United Kingdom, I believe they are called 'sleepers'.

They can also be Concrete or Steel, but wood is the Most common in the US.

The are actually Thick beams and not planks, as they distribute that weight and hold the Rails parallel.
