Usually a TV with picture in picture will require an external input signal such as from a TV antenna or some other source. I've serviced many TV calls with complaints that the PIP doesn't work. In many cases, it's because they try to connect it to the same cable box expecting it to work. Since the cable box only displays one channel at a time, it won't work.
If you're looking for a TV with PIP, please make sure you've fuly researched the set's requirements, have asked a lot of questions and truly understand how the PIP works for that particular set.

The picture in picture function on cameras is for when one would want to record a video as well as being able to take a picture. The picture in picture that one would find on a TV set, would allow one to watch 2 TV shows at once.

The TV format setting is so that it sends the correct picture information when connected to a TV. It may be connected to a 4:3 aspect ratio TV or a 16:9 aspect ratio TV. For example if it was sending a 16:9 picture to a 4:3 TV, some of the picture to the left ad right sides would be missing. If sending 4:3 picture to a 16:9 TV the picture would be stretched across the screen distorting the picture.
