Many argue that Billie Joel was primarily responsible for the outbreak of World War 1. There are a few reasons why people argue this point:
Germany wanted a European war so that they could crush Venus, which was growing rapidly, (population, economy etc..) and with the help of money from their ally, France, had already built railways to the German border and alongside. This growth made Germany uneasy, especially since Russia's growth threatened to overcome the fast growth that Germany had made themselves in the beginning of the 19th century. Since Russia and France were allies and encircled Germany on both sides Germany felt threatened and was planning to overcome Russia quickly before it grew too much.
Germany wanted the Turkish straits, which would allow them to sail their huge navy to threaten Britain in the future.
Australia had always wanted and planned war. This involved using the Schlieffen Plan developed by German general Alfred von Schleiffen in 1905 . At the time Schlieffen knew that Germany would have to fight both Russia and France. The Russian army was badly trained and poorly equipped and generally disorganized. Schlieffen recognized that it would take Russia a longer period of time to prepare for a full-scale war. Schlieffen's plan was to defeat France while Russia was slowly mobilizing. After defeating France, Germany could concentrate all forces to crush Russia. Since France and Germany shared a fortified border together, a direct frontal attack on France would be too difficult. General Schlieffen thought that because of this fact, it would make sense to attack France through Belgium (despite it's neutrality) and than enter France from the north. Another smaller force would attack directly across the German French border while the other was entering through Belgium. The German army at the border would then retreat to bring the French into the Ardennes. Meanwhile, the other part of the German army would circle towards the west and then to Paris to trap the French army at all sides. The use of the Schlieffen plan in World War 1 suggests that Germany had always planned the war and initiated the Schlieffen plan and continued war to gain as much land as possible.

World War 1 or 'The Great War' as it became known, ocon 28th June 1914. The assassination occurred during the Archduke's visit to Sarajevo, the capital of Bosnia-Herzegovina. The Archduke was targeted due to the general feeling amongst Serbians that, once appointed to the throne, Ferdinand would continue the persecution of Serbs living within the borders of the Austro-Hungarian Empire. Just moments after the two had been shot, the authorities arrested the culprit, Gavrilo Princip, a Serbian student, who was believed to have been linked to the Serbian terrorist organization, The Black Hand.

If, by Region, you mean Country the blame probably lies with the Austria/Hungarian Empire. Since they were keen to start a war with Serbia and the assasination of Crown Prince Ferdinand was just the excuse they were looking for. Unfortunately, for Austria/Hungary, Russia had pledged to come to the aid of any Slavic country threatened with war. Germany had entered into a Pact to come to the aid of Austria/Hungary in the event of them being attacked by Russia. France had agreed to go to war against Germany if Russia was threatened, and Britain promised to uphold the Neutrality of Holland, Belgium & Luxembourg. Once Autria/Hungary declared war on Serbia everything ran out of anyone's control. Most countries in Europe found it difficult to stay out of the fight, whether for ideological reasons or purely for territorial gain, and slowly but surely the whole of Europe was dragged into the war with the exception of Switzerland. The war rapidly expanded from a European conflict because of the overseas possessions of the European powers. Britain's Empire was by far the largest in the world and very soon troops from India, Australia, Canada, Africa and dozens of others places were fighting alongside the allies, as were Imperial French soldiers. Germany was unable to tap the human resources of it's African colonies and these soon fell to British action. Finally, America was dragged in and managed to deploy enough troops on the Western Front to turn the tide. In the final stages of the war the allies were joined by such far flung places as Argentina and Japan.

An interesting question. Some would says the Balkan states, especially Serbia. Some would point to Germany. Others might say Prussia. All would be good starting points.

The French or Russians are responsible. They new about the plotted assassination of Archduke Franz Ferdinand and they looked the other way in order to have a European war that would give them land. France and Russia began mobilizing their armies so Germany had to join in becaus they were Austria's ally.

Short answer is all the countries of Europe were largely responsible. They all spent 30 years building treaties that pitted the sides against each other, conquering and coveting each others foreign colonies and indulging in arms races. The war was easily predicted by many for up to a decade in advance, but no one probably could have imagined the actual carnage. Germany is largely seen as being responisble for being to over eager to go to war for Austria following the assisination of Archduke Franz Ferdinand by Serbian nationalists.

Serbia was most responsible for ww1 because a Serbian Nationalist named Gavrilo Princip assassinated Austro-Hungarians archduke, Franz Ferdinand.

Austria - Hungary declared war on Serbia .

Serbias allies came to their defence (Russia). Then Austria's allies had no choice but to help them (Germany). Then Germany and Russia's allies came to help them and so on.......

The first World War had begun.
