Angels do not sin so they can not be forgiven. Only humans sin. Not only that, angels were given free will. They can choose to sin! But the consequences are severe because they cannot be forgiven. For us humans, we have NO CHOICE, sin is in us, that is why God sent Jesus to die for us so that we can choose like the angels.

Since angels have infused knowledge as well as an angelic intellect that is unclouded by any passions or logic flaws, God gave them only one opportunity to choose. Those that fell knew exactly the consequences of their choice, yet they still choose it. Therefore their wills are forever turned against God. Since God gave them free will it is the angels themselves that would choose not to be forgiven and to remain in hell even if it was possible for them to have another chance. You are right, and Lucifer said that he rather rule hell than serve in heaven. it is now clear to me that Lucifer and his demons DO NOT WANT TO SERVE GOD.
