That's totally up to the person watching the show... Some say it was the only way to get the Phantom's attention to the guys with the guns so he wouldn't get shot, others say it was because it was the only way for Christine to not get carried away by the passion and go with the Phantom, and others say that she was letting the police know it was him so they could shoot him. The reason is up to you. It depends on how you think of Christine and the relationship between her and the Phantom. It can be whatever you think.
