The word "semantics" means the interpretation of the meaning of a word or sentence. So if someone says you are just with semantics they are probably trying to tell you that you are avoiding the real issue involved in whatever it was you were talking about. So, instead of responding to the substance of what was said you may be focusing instead on arguing over the meaning of some word or phrase. People often quibble over semantics when confronted with a difficult or unpleasant topic to avoid dealing directly with it.
Shakespeare uses the word "jump" fairly frequently, but not usually in conjunction with the word "over". Usually he is thinking of dancing or hopping on one spot, or, very commonly, of two things jumping in unison. Here is the one time he says (almost) "jump over": For 'tis your thoughts that now must deck our kings, Carry them here and there; jumping o'er times, Turning the accomplishment of many years Into an hour-glass. (from the Prologue to Henry V) Fortunately for you, Shakespeare wrote in English, so when he says "jumping o'er times" he means what that means in English: "jumping over times". He means that the play is not in real time but jumps from event to event so that the accomplishments of many years can be shown in an hour.
