One set of OS services provides functions that are helpful to the user.Another set of OS functions exists not for helping the user but rather ensuring the efficient operation of the system itself.

The first set consists user interface,program execution,I/0 operations,file-system manipulation communications and error detection.

The second set consists resource allocation,accounting and protection and security.

The difference may be the effciency of the computers.one is just helpful to the user,another is just helpful to the system.
