Dear ABC,
This is to apologize an unintentional delay in the project to be delivered to you on 21 March 2012.
I know that it was very important for you to have the working project on time , and I'm very sorry for not delivering the project on time and meeting the deadline.
I ran into trouble when I started with the project due to mismanagement of my time and wrongly prioritized other matters over this project.
In the future, I will exercise better organization to ensure that I am more punctual. I'll also make sure to keep you up to date on my status in case I encounter any unforeseen difficulties.

The audio cable has nothing to do with DELAY. If you have delay, it is caused by something else.

It is always considerate to apologize for any delay on response to email someone may be waiting for from you. "I am sorry for the delay" is a polite way to open your email correspondence.
You must be quite afraid of your Project Manager. You have to understand that in large companies Project Managers don't have as much authority as Managers. Now if you're a developer and you want to be formal, you can, but you don't have to. A normal email telling him what the status of each task is will be OK. S/he will compile the data.
The Critical Path consists of all activities that if delayed would delay the entire project.

If you are apologizing for the delay in your *reply*, then no. If you are apologizing for the delay to an e-mail caused by your mail provider, then possibly yes, but it should be "sorry for the delay *to* this e-mail" or similar.
