In general no. Most professional Ballet schools disapprove, but it is fine for daily classes, especially if it is a black (or whatever color your school requires) sports bra.

You are not supposed to wear underwear under your leotard because it looks amateurish and not very neat, but some and/or most little ballet dancer (4-6 years old) wear underwear. No, gymnasts usually do not wear tank tops under their leotards. Young gymnasts will wear just the leotards with velvet practice shorts. However, as older gymnasts begin to develop, they will need some support under their leotards. Flesh colored bra can be purchased to solve this issue. If you find that your leotard is uncomfortable you can try wearing a cami under your leo.
For cheer you can wear spankies sports bra shirt and shorts and for gymnastics you wear a leotard which you could probably find at target or on a gymnastics website or they might have a gymnastics leotard you could buy and theres always eBay
I've never done that, but I'm thinking that you could just take a normal bra and cut off the straps and the part that wraps around the body so that its just the cups left. Then you could just sew that straight into your leotard. Also, if you don't go to a very strict ballet school, you may be able to wear a sports bra under your leotard. I usually wear a black sportsbra underneath a black leotard that is really low in the front, I make the colors match so that its less noticable. But you could mix and match the colors.
